Unratified standard

A proposal that looks like a standard but hasn’t been formally agreed by the parties who would have to honour it. llms.txt is the example: one person published the spec, but the AI providers whose crawlers would need to read it have not adopted or endorsed it. Treat unratified standards as optional bets, not requirements.
